Adult Public Guardianship Review Board
Purpose: To provide impartial oversight of public guardianship cases to ensure that wards receive the services and treatment appropriate to their disabilities. For further information please contact the Department of Social Services, (410) 770-4848.

Agricultural Land Preservation Advisory Board
Purpose: To assist the County in providing for the preservation of agricultural lands through the voluntary establishment of Agricultural Preservation Districts and for the voluntary sale of development rights easements on eligible agricultural lands within Talbot County.  To provide for the protection of normal agricultural activities within established Agricultural Preservation Districts. Agricultural Resolution Board
Purpose: To resolve disputes concerning alleged agricultural nuisances. For information, please contact the Department of Planning and Zoning, (410) 770-8030.

Airport Board
Purpose: To make recommendations to and advise the Airport Manager and the County Council relating to policies, planning, development, operation, management, fees, budgeting, staffing and maintenance of the Easton Airport with the goal of having the Airport operate as a self-supporting enterprise. Animal Control Board
Purpose: To make advisory recommendations to the County Council concerning animal control legislation, regulations, fees, and fines, and to make decisions regarding vicious animals, complaints, and administrative appeals. Board of Appeals
Purpose: To hear and decide matters including, but not limited to, zoning matters, exclusive of rezoning, appeals from orders relating to licensing and permits, appeals from orders relating to building, subdivision, plumbing and electrical statutes or codes and appeals from executive, administrative or adjudicatory orders. Board of Electrical Examiners
Purpose: To review and issue registrations and permits for any person or business engaged in electrical wiring.   To approve and license electrical inspection agencies.   To conduct written examinations to determine qualifications of applicants.   To establish a schedule of fees for all electrical licenses or permits, subject to the approval of the County Council. Citizen Review Panel (Inactive)
Purpose: To assist the State Citizen Review Board and the State Council on Child Abuse and Neglect as mandated. For information, please contact the Department of Social Services, (410) 770-4848.

Commission on Aging  
Purpose: To advocate for the senior citizens of Talbot County, Maryland; to provide information, guidance, advice and recommendations to the County Council pertaining to senior citizens; to obtain, develop and provide information concerning programs, available funds, and other resources at the local, state, and federal level regarding the concerns and needs of senior citizens; to plan, initiate, and implement projects or activities for the benefit of senior citizens as authorized by any applicable budget; to provide general oversight and review of the operations of the Talbot County Commission on the Aging; generally, to do all things necessary or proper to promote the interests, well-being, and quality of life for senior citizens in Talbot County.   For information about the commission please contact the County Manager's Office, (410) 770-8010.  For links to senior services in Talbot County, click here .   Minutes  -  Agendas

 

Economic Development Commission
Purpose: To advise the County Council concerning the manner in which County economic development goals and objectives may be best achieved and to assist the County Council in determining which projects or programs may be appropriate to achieve the goals and objectives.

Emergency Services Advisory Board
(formerly Emergency Medical Services Management Advisory Board)
Purpose: To make recommendations and advise the County Council regarding issues affecting emergency services.   The Board will encourage development of cooperative programs among the various municipalities, organizations, and providers of emergency services throughout the County including volunteer fire companies, ambulance services, medical services, disaster relief organizations and others; and federal, state, and local agencies, boards, departments and commissions. Ethics Commission
Purpose: To devise, receive and maintain all forms generated by this Title.  To provide published advisory opinions to persons subject to the Title as to the applicability of the provisions of this Title to them.  To process and make determinations as to complaints filed by any person alleging violations of this Title.  To conduct a public information program regarding the purposes and application of this Title. Golf Board
Purpose: To advise the Director of Golf Operations and the County Council relating to policies, planning, development, operation, management, fees, budgeting, staffing and maintenance of the Hog Neck Golf Course and all other County-operated golf programs collectively as a self-supporting enterprise. Historic Preservation Commission
Purpose: To safeguard the heritage of the County by recommending preservation of districts which reflect the County's cultural, social, economic, political or architectural history.   To seek to stabilize and improve property values within historic districts, to foster civic beauty and to promote the use and preservation of historic districts for the education, welfare and pleasure of the residents of the County.

Local Emergency Planning Committee
Purpose: To develop an emergency response plan and review the plan annually.   To receive notification of releases of listed hazardous substances that exceed the reportable quantities for those substances, and to develop procedures to obtain submissions from covered facilities from the central repository when necessary.   To develop procedures to provide public access to the submitted data.

Parks and Recreation Advisory Board
Purpose: To make recommendations to the County Council relating to plans and policies for public recreation, the organization of recreational councils, the establishment of recreational programs and plans for the acquisition of land for public recreation and open space. Purpose: To make advisory recommendations to the County Planning Officer and the County Council relating to the Comprehensive Plan, the zoning maps, rules and regulations relating to zoning, and other matters referred to the County Council. Public Works Advisory Board

Short-Term Rental Review Board
Purpose:  The Short Term Rental Review Board shall meet upon the call of the Chairman or the Planning Director.  The Board shall hold a public hearing on all new license applications and for complaints in accordance with Section 190-63.4 of the Talbot County Code.  The Board shall issue a written decision of its findings for each new license application or complaint hearing.

Social Services Board of Directors
Purpose: To assist in selecting the local director of the Department of Social Services.   To advise the local director as to the application of State policies and procedures in the administration of social services and public assistance in the County. Talbot County Drug and Alcohol Abuse Council
Purpose: To assess current substance abuse prevention, intervention, and treatment capabilities, especially as they address criminal justice issues, and develop a strategy for meeting system needs.   It is further charged with developing and submitting regular plans to the Governor regarding the County's progress in this matter. Talbot Family Network Board of Directors
Purpose: To serve as the administrative entity receiving and accounting for State funds directed to promoting a stable, safe, and healthy environment for children and families, and to provide a continuum of care that is family and child-oriented and emphasizes prevention, early intervention, and community-based services for children and families who are at risk. Talbot County Tourism Board

Weed Control Committee
Purpose: To work with the State and County officials in developing and implementing a nuisance weed control program.   To review the program and chemicals used.   To offer recommendations on how to make the program more effective. Board of Liquor License Commissioners
The Talbot County Commissioners regulate the retail sale of alcoholic beverages within Talbot County. The Board consists of three (3) voting members who meet every 2nd and 4th Mondays of the month. The State of Maryland regulates and controls the manufacture, sale, distribution, transportation, and storage of alcoholic beverages within the State and the transportation and distribution of alcoholic beverages into and out of this State.
