The Talbot County Community Service Program (TCCSP) was established in 1993. The primary mission of the TCCSP is to offer program participants sanctions other than incarceration while at the same time allowing participants to maintain family, job, and community ties.

Participants may enter the Program as either a pre-trial or STET diversion, or as the result of post-trial sentencing.  Options for participants include performing community service at a variety of worksites throughout the County, as well as referral to addiction or substance abuse programs, GED programs, and counseling services. The TCCSP provides strict supervision of Program participants under the administration of the Program Director as set forth in the Minimum Standardized Procedures and Uniform Guidelines as incorporated in the Program's Standard Operating Procedures.

A secondary benefit of the Talbot County Community Service Program is that it reduces expenditures for the Office of the State's Attorney and the Courts by redirecting the valuable resources of those offices elsewhere, thus providing a benefit both to the community and to the offender.
