The Talbot County Council held their regular meeting on January 14, 2025, at 5 p.m.; all Council members were present.
Establishment of Talbot 250 Commission
Council voted unanimously in favor of establishing a Talbot 250 Commission. The Commission will be tasked with planning and coordinating celebrations, events, and activities for the nation’s Semiquincentennial which will occur in 2026.
The administrative resolution reads: “the Semiquincentennial is a momentous occasion that should be commemorated with a variety of celebrations, events, and activities that reflect the nation’s diversity and strength and the role that Talbot County, Maryland (the “County”) played in its founding.”
The County’s Communication Coordinator, Sarah Kilmon, spoke on the importance of the establishment, and noted she is excited to get the ground running on the Commission. To kick things off, there will be an Interest Meeting on Tuesday, January 21, 2025 at 6 p.m., for anyone who would like to learn more about Talbot 250 and how to apply to become a member of the Commission. The Interest Meeting will be held at the Talbot County Free Library Easton Branch, located at 100 W. Dover St, Easton MD 21601.

Other Business
- Kevin Shafer, Director of Operations at Talbot County Public Schools, addressed several bills for introduction to authorize use of funds for various capital projects. Bill Nos. 1580-1582, all introduced by Council, will authorize spending for the improvement of Talbot County Public School athletic fields ($116,679), replacement of the auditorium lighting system at Easton High School ($817,321), and replacement and improvement of interior lights at St. Michaels High School ($556,000), respectively. Public hearings for each of these bills will be held on Tuesday, February 11, 2025, at 5:30 p.m. Capital funding for these projects was included in the FY2025 Budget.
- Council held a public hearing and subsequently unanimously approved Resolution No. 364, which requests to close County maintained roads, Wallys Way and Bethany Lane, which had previously served Bethany House (no longer in use) and convey the roadways to Chamberlain LLC (Cordova, MD) for no monetary consideration. The roads are currently maintained by the County, but do not serve any general public interest and the Roads Department concurs with the transfer as the roadways are not currently used.
- Council held a public hearing and subsequently unanimously approved Resolution No. 365, which reprograms properties located at 9802 Ocean Gateway and 9818 Ocean Gateway, Tax Map 25,Parcels 5 and 6 in the County’s Comprehensive Water and Sewer Plan from “unprogrammed” to “W-1/S-1” immediate priority status. Prior to this meeting, the Public Works Advisory Board had voted unanimously to recommend that the Council approve the legislation, and the Planning Commission had found Resolution No. 365 to be consistent with the Comprehensive Plan.
- Council opened the public hearing for Resolution No. 366, which requests to reprogram properties located on the East Side of U.S. Rt. 50, south of Dutchmans Lane (Easton MD), shown on Tax Map 34, Parcels 128 and 175 from “unprogrammed” and “W-3/S-3” to “W-1/S-1” immediate priority status in the County’s Comprehensive Water and Sewer Plan. Prior to this meeting, the Public Works Advisory Board had unanimously recommended that the Council approve the legislation; the Planning Commission decided to defer the vote until they have been able to discuss the number of dwelling units (EDUs) proposed for the property with the Town of Easton.
- Council opened the public hearing for Resolution No. 367, which requests to reprogram property located at 7510 Quaker Neck Road, Bozman, MD from “unprogrammed” and “S-1” immediate priority status in the County’s Comprehensive Water and Sewer Plan. Prior to this meeting, the Public Works Advisory Board and the Planning Commission decided to defer action until they had additional information on a policy for sewer extension.
- Council opened the public hearing for Resolution No. 368, which requests to reprogram property located at 4502 Old Trappe Road, Trappe MD from “unprogrammed” and “W-1/S-1” immediate priority status in the County’s Comprehensive Water and Sewer Plan. Prior to this meeting, the Public Works Advisory Board and the Planning Commission decided to postpone action until additional information can be provided.
- Clay Stamp, County Manager presented several board nominations for the Council’s Consideration
- Adult Public Guardianship Review Board – Council unanimously reappointed Wendy Young-Dyott, Heather Howes, Glenn Klakring, Sam VanNest and Kerri Engels Roberts.
- Agricultural Resolution Board – Council unanimously reappointed Travis Hutchison.
- Historic Preservation Commission – Council unanimously appointed Sharon Nash.
- Planning Commission – Council unanimously appointed Ed Heikes.
- Short Term Rental Review Board – Council unanimously reappointed Bob Haase and appointed Hugh Smith.
- Tourism Board – Council unanimously appointed Town of St. Michaels Commissioner Katrina Whittington to serve as their liaison to the Tourism Board in place of Commissioner David Wojciechowski.
- Rich Setter, General Manager for Hog Neck Golf Course, requested approval for 2025 Membership and Daily Fee Rates. With concurrence from the Golf Board, the Council unanimously approved the new rates.
- Clay Stamp, County Manager, as well as Council members provided major kudos for the Roads Department, Emergency Services, contracted farmers, Sheriff’s Office, and many others for their work and professionalism during the most recent snowstorm.
The Council will hold a joint meeting with the Board of Education on Wednesday, January 22, 2025 at 5 p.m., at the Talbot County Board of Education Offices, 12 Magnolia Street in Easton. The meeting is open to the public.
The Council’s next legislative meeting will be held on January 28th beginning at 5:00 p.m. in the Bradley Meeting Room located in the South Wing, Talbot County Courthouse, 11 North Washington Street, Easton. The meeting open to the public.
