Goldsborough Neck Road Improvement Project Strengthens Infrastructure and Safety to Support Economic Growth

Talbot County, in partnership with the Town of Easton and the Mid-Shore Regional Council, has completed a multi-phase project to widen and strengthen Goldsborough Neck Road, enhancing safety, improving access, and supporting future economic growth tied to the Mistletoe Hall Commerce-Business Park and Talbot Commerce Park.
The improved section of Goldsborough Neck Road officially opens to the public this week following the completion of the final construction phase.
The collaboration began in 2018 with the goal of upgrading Goldsborough Neck Road from the entrance of Mistletoe Hall Commerce-Business Park to its intersection with Glebe Road. The roadway improvements provide a 36-foot-wide paved surface and a reinforced road base designed to accommodate heavy truck traffic serving the industrial park and surrounding areas, while also improving safety for nearby residents and motorists who travel the corridor daily.
“This project reflects the power of partnership,” said County Council President Chuck Callahan. “When local, regional, and State partners come together to align resources, we can build the infrastructure needed to support both business growth and community safety.”
Town of Easton Mayor Megan Cook added, “Goldsborough Neck Road is a key connector to the Mistletoe Hall Commerce-Business Park and a vital part of Easton’s long-term vision for economic development. The Town is proud to work alongside Talbot County and our regional partners to make these improvements a reality for our shared community.”
Under the leadership of Scott Warner, the Mid-Shore Regional Council secured more than $550,000 in grant funding through the Rural Maryland Prosperity Investment Fund administered by the Rural Maryland Council. Grant applications were submitted collaboratively by the Talbot County Manager’s Office, the Talbot County Department of Economic Development and Tourism, and the Talbot County Department of Public Works.
The first phase of road widening, designed by Lane Engineering, was completed in Fiscal Year 2020 by the Roads Department with asphalt paving by David A. Bramble, Inc. The $648,829 project established the foundation for future improvements.
In Fiscal Year 2023, Davis, Bowen & Friedel, Inc. worked with the Department of Public Works to secure additional land and finalize designs for continued widening between Glebe Road and Villa Road. That year, $308,811 was invested in design and land acquisition, and an additional $750,000 grant was secured through the Maryland Rural Economic Development Fund.
In Fiscal Year 2024, the County awarded a $591,109 construction contract to David A. Bramble, Inc. to replace the culvert at the intersection of Glebe Road and Goldsborough Neck Road. The project, completed in late 2023, brought total costs for design, permitting, and construction to $824,167.
The final phase was awarded on April 4, 2025, authorizing Change Order No. 1 to David A. Bramble, Inc. to widen the culvert near Villa Road and complete the full roadway widening. The $1.1 million project extended improvements from east of Villa Road to the previously completed section near Glebe Road.
Over six years, Talbot County has invested just under $3.3 million in upgrades to nearly 4,000 feet of Goldsborough Neck Road, with $1.3 million in grant support from the Rural Maryland Prosperity Investment Fund, administered by the Rural Maryland Council. The result is a safer, more durable roadway that will serve as a key connector for industry, residents, and future development in the County’s Airport District.
“Thanks to our partners and our dedicated Roads and Public Works teams, this project sets the stage for continued investment in Talbot County’s infrastructure,” said County Engineer Ray Clarke. “These improvements don’t just strengthen our roads. They improve safety for residents, support our business community, and build our capacity for smart, sustainable growth.”
With the roadway now open, the County and its partners celebrate the completion of a six-year effort to enhance one of Talbot County’s most important commercial and residential corridors.
