Talbot County Health Department Issues Clarification on 21 Matters Program

Easton, MD – The Talbot County Health Department remains firmly committed to preventing underage drinking and promoting responsible alcohol retail practices throughout our community. As part of these efforts, the Department has partnered with Responsible Retailer Forum (RRForum) to administer 21 Matters, a nationally recognized educational program that provides training and resources to alcohol licensees. The program aims to support consistent ID checks and the refusal of alcohol sales to minors through evidence-based training—not enforcement.
To date, the model used by RR Forum has been implemented in over 120 communities across the U.S., engaging more than 3,000 alcohol retailers.
Important Program Update
The Department has recently received concerning reports from local business owners about an individual misrepresenting themselves as affiliated with the 21 Matters program, RR Forum, the Talbot County Health Department, and even the local Liquor Board. These reports are taken seriously and the Department offers the following clarifications:
- 21 Matters is an education and training initiative, not an enforcement agency.
- The program operates on an opt-out basis. Businesses receive a letter with the option to opt-out by contacting Brad Krevor at krevor@rrforum.org. Participating businesses agree in advance to receive training and visits.
- Individuals representing RR Forum are never authorized to issue citations, threaten business licenses, or act in a confrontational manner.
- The Department does not conduct surprise compliance checks through this program.
Out of an abundance of caution, we have temporarily paused the 21 Matters program while these incidents are investigated.

The Talbot County Health Department remains dedicated to working with community partners—including the Talbot County Liquor Board, law enforcement, educators, and prevention advocates—to protect our youth and promote responsible alcohol retailing.
